| To extend a helping hand to disadvantaged and underserved elderly, children, working poor, and individuals with disabilities or special needs; and lead them to achieve personal and financial self sufficiency, so they can become self-assure, productive, and contributive members of their communities. To-date, STEPS has provided well-coordinated services and assistance to thousands of eligible elderly, family caregivers, individuals with disabilities or special needs, and working poor families with children.
