| To assist unaccompanied minor refugees and entrants in developing appropriate skills to enter adulthood and to achieve economic and social self-sufficiency. The State Department identifies refugee children overseas who are eligible for resettlement in the United States, but do not have a parent or guardian. Upon arrival in the United States they are placed into the URM Program and receive foster care and other services and benefits. Resettlement of unaccompanied refugee minors takes place in accordance with the state’s child welfare guidelines, but services are provided through programs specifically designed for the reception of refugee youth. Children eligible for the URM Program are under age 18 and are:
